校园占地314亩,建筑面积40200平方米。学校拥有价值1200余万元的各类教学仪器和实验、实习设备及100多亩生产实习基地,组建了设施一流的微机室、语音室、九合一电子电工实验室、电子阅览室、多媒体中心电教室等共32个,实习工场16个,拥有各类计算机480多台,建立了校园网络系统和闭路电视系统,拥有各类藏书8万余册,且实行了电脑管理,成立了“长沙县教育建筑公司”、“长沙韵春园农业科技开发有限公司”等校办经济实体。    学校现有教学班级48个,在校接受学历教育的学生2700多人,年均短训人数1000多人,教职工235名。拥有一支科类齐全、教学、管理经验丰富、爱岗敬业的教师队伍。学校现在开设有现代种植、工民建、畜牧兽医、服装设计、计算机应用、电子电器、音乐舞蹈美术、电算财会、商务英语等十二个专业,办学形式长短结合,灵活多样,形成了职业中专班、大专班、成人短训班、农村实用技术培训等四个层次相结合的办学格局。学校与社会建立了广泛的联系,实行多层次、开放性办学。尤其是学校积极争取社会参与,与有关企业、职能部门及社会各界实行联合办学,成效显著。 学校坚持将德育工作放在首位,构建了六大德育常规体系工程。学校工作贯彻“三个为主”的方针:即学校工作以教学为主,教学工作以专业课教学为主,专业课教学以专业实践操作技能为主。学校大力推进教育现代化进程,配备了“四机一幕”等电教设备,组建了校园网络系统,实行了电脑办公和计算机辅助教学。办学以来,学校始终坚持“面向市场,服务县域经济”的办学宗旨,大力探索办学兴农之路。学校兴办了乌龙茶厂,租赁40多亩农田,引种国内、外同纬度的名、特、优品种,进行栽培试验,其产品先后参加了全国职教成果展、全国农业高科技产品交流交易大会、第四届国际农博会和中国地方特色产品博览会,赢得了各级领导的高度评价,现代农业基地发挥了较好的高产示范、科技推广和人才培养作用。《工人日报》、中国教育电视台、《中国教育报》、《湖南日报》、湖南卫视、湖南经济电视台视、《三湘都市报》、长沙经济广播电台等媒体均对学校办学成果和特色予以报道。2002年,美国、澳大利亚、埃塞俄比亚、喀麦隆、泰国等五批国际友好交流代表团来校进行了考察。学校办学坚持以社会需求为依据,以市场需要为导向,深入贯彻实施素质教育,坚持以知识为基础,以能力为本位,全面培养实用技术人才。学生毕业后一般能同时拿到毕业证书、英语等级证书、计算机等级证书、专业技能等级证书和全国通用的职业资格证书。办学二十年来,学校先后为社会各界输送了各类合格的专业技术人才学7000多人,对口就业率达98%,大部分毕业生已成为所在行业的技术能手和管理骨干,2003届毕业生被深圳富仕康集团、广州中山广盛、广州JVC、Lg曙光电子、深圳人人乐超市、深圳财众电脑、长沙、广州雪贝尔、长沙海尔、黄花机场、天津翠享、湖南派意特、湖南时利和科技发展有限公司等企业录用,就业率已达96%。此外,学校还积极向高等院校输送合格人才,学校每年都有100多人被高等院校录取,近三年升学率均在88%以上,2001年179人参考,159人上线,录取率达88%,2002年229人参考,全部上线,其中本科上线53人,2003年303人参考,全部上线,其中本科上线73人,学校教学质量居全省同类学校前列,被省教育厅授予“教学工作优秀学校”。学校的建设与发展得到了各极领导的高度重视。李铁映、宋健、郝建秀、何东昌、王明达等党和国家领导人及加拿大、日本、美国、澳大利亚、埃塞俄比亚、喀麦隆、泰国等外国专家教授都到校视察和考察过工作。学校先后被评为“全国德育先进学校”(1988年)、“全国小火星杯先进集体”(1990年)、“全国科教兴农先进单位”(1991年)、“全国农村教育综合改革先进单位”(1994年)、“湖南省示范性职业学校先进单位”(1998年)、市级文明单位(2001年)、市级花园式单位(2001年)、长沙市学雷锋最佳集体(2001年)、学校种植专业经省教育厅评估验收后被教育部确定为重点建设专业(2002年)、被国务院评为全省职教系统唯一的“全国职教先进单位”(2002年)、被教育部审批为“重点建设示范性职校”(2002年)、湖南省教育厅授予“湖南省中等职业学校教学工作优秀学校”(2002年)、“长沙市招生工作先进单位”(2002年)、“长沙市文明单位”(2002年)、“长沙市青年文明单位”(2002年)、“长沙市花园式单位”(2002年)、“长沙市团队工作先进校”(2002年)、“长沙县素质教育综合评估一等奖”(2002年)、“长沙市绿色学校”(2002年)。   BasingontheFourModernizations MeetingtheNeedsofModernAgriculture; DevelopingVocationalEducationand ServingtheCountrysideEconomicConstruction -----AreportonthedevelopmentoftheSecondaryVocationalTechnicalSchoolofChangshaCounty    TheSecondaryVocationalTechnicalSchoolofChangshaCountywastransformedfromNo.8MiddleSchoolofChangshaCounty.IthasbeentwiceappraisedbytheNationalEducationalCommitteetobe“ANationalKeySecondaryVocationalTechnicalSchool”.Itcoversanareaof21hectares;thebuildingareacomesupto40,200squaremeters.Theproducingandpracticingareacoversmorethan6.6hectares.Thetotalvalueoftheteachingequipmentandthefacilitiesaddsuptosevenmillionyuan.Wehavesetupnetworkandclosed-circuittelevisionsystemandmultimediateachingsystemonthecampus.Atpresent,theschoolhasestablishedsuchspecialtiesasModernPlanting,AnimalHusbandry&Veterinarian,CommercialEnglish,OfficeAffairsAutomation,ComputerApplication,IndustrialandCivilConstruction,Driving,CountryMedicalCare,FashionDesigning,ElectronicEquipmentMaintenance,andAccounting.Inourschoolthereare1,806studentswhomaredividedinto44classes.Wehave145staffmembers,68%ofwhomareassociateprofessorsandlecturers.Theschoolisacomprehensiveoneandhasdevelopeda4-levelteachingsystem---VocationalClass,CommonClass,CollegiateClassandShort-termTrainingClass.Ourschoolhasachieveditsfameinthelast18yearsandhasbeenawardedthefollowingtitles:”ANationalAdvancedschoolinMoralEducation,”“ANationalAdvancedUnitofLittleXing–Huo-Cup”,“ANationalAdvancedschoolinadvancingAgriculturewithScienceandEducation”,”ANationalAdvancedUnitintheComprehensivereformoftheCountry-sideEducation”,”AProvincialAdvancedModelUnitinDevelopingtheVocationalTechnicalEducation”,”ACivilizedUnitofChangshaCity”,”TheBestUnitofLearningFromLeiFenginChangshaCity”,“AGarden-likeUnitofChangshaCity”.Recallingthemanyyearsofsuccessfulschoolmanaging,wehavesummarizedthefollowingexperiences:     I.Leaders’FullAttentionandtheIncreasingInvestmentaretheMostImportantPrerequisitestoDeveloptheVocationalTechnicalEducation.Sincethefoundingofourschool,thedevelopmentofthevocationaltechnicaleducationhasbeenhighlyvaluedbythelocalCommittee,thelocalGovernment,thelocalPeople’sCongressandthelocalCongressforthePeople’sPoliticalAffairsofChangshaCounty.TheybelievethatdevelopingvocationaleducationisawaytopromotetheeconomyofChangshaCountyandtoimprovethepeople’slivingstandard.Theyregarditasapreclusive,overallandbasicknowledgeindustryandkeybasicinstitutions.Alltheformerleadersandsecretariesofthecountycommitteehavebeenhonorableprincipalsofourschool,soarethepresentones.Thedeputysecretary,whoisinchargeoftheeducationofourcounty,oftencomestoourschooltodirectourwork.Thecommitteeandthegovernmentofourcountyhavebeenplayinganimportantroleinplanningandarrangingourschool’sdevelopmentbyissuingmorethan20documents.Thankstotheimportanton-the-spotmeetingsofthegovernmentheldinourschool,alotofproblemshavebeensolved.6,6670squaremetersoflandhasbeendonatedtoourschool,andtheformerteachers"clubofChangshaCountyalsobelongstoourschoolnow.A1000-metre-longconcreteroadhasbeenbuilt.Theschoolisprovidedwithmorebasicequipmentandamodernagriculturalteachingbasehasbeensetupasamodel.Inordertohelpthegraduatestofindjobs,meetingshavebeenheldinourschoolbythecommitteeandthegovernmentofourcounty.Allthesecretariesandtheheadsofthetownsarerequestedtogiveprioritytoourgraduateswhenthereareanyvacanciesintheirtowns.Alltheseprovethatthecommitteeandthegovernmentcareforandsupportthedevelopmentofvocationaleducationsufficiently.     Becausevocationaleducationisstillintheperiodoffosteringanddeveloping,it"snecessarythatpeopleknowmoreaboutit.Withpoorbasicfacilities,theneedtotrainteachers,andtherequirementoflargefundstobuythenecessaryteachingequipmentsincetherearevariedkindsofspecialties,insufficientinvestmentisakeyfactorthatrestrictsthedevelopmentofmanyvocationalschools.ThecommitteeandthegovernmentofChangshaCountyalwaysinsistonthestrategywhichgivesprioritytothedevelopmentofeducation,theyensuretheinvestmentineducationnomatterhowdifficultitis.ThegovernmentandtheEducationalBureauofChangshaCountyhaveinvestedabout20millionyuaninourschool,especiallyin1995whenthecountywasmovingitsmunicipalbuildingtothenewtownandbuildingXingshatownandourschoolwascompetingforoneofthebestvocationalschoolsnationwide,thelocalgovernmentwasinfinancialshortage,buttheleadersstillensuredinvestmentinourschool.Lastyear,atthemeetingofthegovernmentoffice,theydecidedtoallocate1.5millionyuanperyearasspecialfundstoourschoolfordevelopingvocationaleducationinthefollowingthreeyears,andfosterourschoolinthethree-itemcountyscientificfundsandagriculturaldevelopmentfundinordertoacceleratethedevelopmentofvocationaleducation.    Meanwhile,eachsectionthatisinchargeofeducationinHunanprovince,theprovincialcapitalcity–Changshaandthelocalcountyallputmuchemphasisonthedevelopmentofourschool,theyplayanimportantpartinmacro-control.Theleadersofeducationalcommitteegiveusacorrectguidanceandpriorityfromtheprinciplesofteaching,theset-upofspecialties,constructionofbasetoinvestmentandsoon.TheCountyEducationalBureaualsosupportsusinenrolling,students’job-hunting,recruitingtheteachers,buyingthenecessaryequipment,campusconstructionandinvestment.Theleadersoftencometoourschooltoinspectandsuperviseourwork,meanwhile,theyalsogiveussomegoodadviceandcorrectguidance.    Thankstotheleaders"fullattention,wehavegottheguaranteeinthecourseofteaching,financeandmanagement.    II.Basingonthesituationofourcountyandmeetingtheneedsofthemarketarethekeypointsofdevelopingvocationaleducation.    Amongallkindsofmoderneducation,vocationaleducationhasthemostintimaterelationshipwiththedevelopmentofeconomyandtheprogressofsociety,sovocationaleducationmustmatchthelocaleconomicdevelopmentlevel,localindustrialstructureandthemarket"sdemands.     Intheearly1980s,ourcountycarriedout“thecontractsystemwithremunerationlinkedtooutput".Inaccordancewiththesituation,ourschoolwasthefirsttosetupthespecialtyofCountyAgriculturalManagement,AnimalHusbandry&Veterinarianinourprovince.Andwealsopopularizedthecountry-yardeconomymodels,namely,themaking-full–use-of-the-spacetypefocusingoncrop–planting,therecycling-of-Substance-and-energytypefocusingonhusbandryandthenetwork-of-planting&husbandry&processingtypefocusingonbothplantingandhusbandry.Wehaveachievedbothgreatsocialandeconomicprofit.   Sincethe1990s,twoessentialchangeshavetakenplaceinagriculture-onebeingthattherehasbeenagreaterdemandofscientificknowledgeinagriculture;theotherbeingthatagriculturalmanagementhasshownatendencyofindustrializing,massiveproductionandmodernization.Seeingthis,theschoolhasestablishedtwospecialties---ModernPlantingandModernBreedingtoopenupcityagricultureanditiswarmlywelcomedbythewholesociety.   Sincethe1990’s,townenterpriseshavebeenbooming,constructionindustrieshavesprungupvigorously,largenumbersofjointventureshavesettleddowninthecapitaltown–Xingshaandservicebusinessisprosperousinourcounty.Accordingtothesituation,wehavesetuptheconceptofmultiple-agricultureandhavetrainedtalentsforthecountrysideandagriculturefromallrounds.SowehaveestablishedsuchspecialtiesasIndustrialandCivilConstruction,Accounting,CommercialEnglish,ElectronicEquipmentMaintenance,FashionDesigning,DrivingandCountryMedicalCare,whichmeetthemarket’sdemands.Inrecentyears,withthedevelopmentofcomputerscomputerindustryhasbecometheneweconomicincreasingpoint,wehaveestablishedsuchnewspecialtiesasComputerApplication,Network&MultimediaTechnology,OfficeAutomation,etc.,whichattractlargenumbersofstudents.Now,thecomputerspecialtyisoneofthekeyonesinourschool.   Atpresent,allthespecialtiesinourschoolareservingthecountryside,meetingtheneedsofmarketandarewarmlywelcomedbythesociety,sotheenrolmentofourschoolhasbeensteadilyincreasing,andwehavefulfilledtheplanofenrolmenteveryyear. III.Runningtheschooljointlyisanimportantwaytodevelopvocationaleducation.    Itisnotenoughtorunvocationaleducationonlybytheeducationaldepartment.Wemustrunschoolsjointlyandformjointforces,thus,wecannotonlyreduceinvestmentintheapparatusandtheexperimentalbases,butalsogetmoreexperimentalbasesandemploymentopportunitiesforthestudents.Wecanopenupchannelsforenrollingandemployment,acceleratethetalents"training,andsharetheeducationalresources.Now,wehavemadesomehelpfulexplorationsonthepathofrunningtheschooljointly: 1.Allywiththegovernmentaldepartments.   Inrecentyears,wehaveruntwosessionsofclassestotraincadresforcountrysidetogetherwiththePartySchoolofChangshaCounty.Wehaveopenedthefollowingspecialties:IndustrialandCivilConstruction,AnimalHusbandryandVeterinarian,Accounting,CultureandArt,CountryMedicalCarewiththehelpoftheConstructionBureau,theAnimalHusbandryBureau,theFinancialBureau,theCulturalBureauandtheHealthBureauofChangshaCounty.Besides,wehaverun25sessionsofshort-termcomputer-trainingclassesincooperationwiththePersonnelBureauandthefinancialBureau.Wehaverunanother5sessionsofParty-memberactiviststrainingclassestogetherwiththeCountyOrganizationCommittee.  2.  Allywithenterprises.  OurschoolsignedcontractswithLukouTowntoopentwospecialties-AccountingandMarketingjointly.Aftergraduation,thestudentswillberecommendedtoworkinthe29storeshere.AndwehavealsoworkedoutacontractwithConstructionCompaniesinHuanghua,Langli,Xingsha,Tangtian.Thoseconstructioncompanieswillintroducestudentstoourschoolandaftertheirgraduationfromschool,theywillberecommendedtoworkthere. 3.Allywithcityschools      Inordertomeettheneedsofstudents,we’vesetup5-yearcollegiateclasseswithHunanIndustrialVocationalTechnicalCollege,three-yearclasseswithChangshaAirlineEngineeringCollege,ChangshaArchitecturalEngineeringSchoolandChangshaElectronicIndustrialSchool.  We’vealsoestablishedsuchspecialtiesaspharmacyandmedicinalmanagementandmarketingwithChangshaMedicalVocationalschool;MusicandDancingwiththeMiddleSchoolattachedtoChinaMusicalUniversity;Furthermore,ChangshaForeignAffairsandTourismVocationalSchoolhasbecomeabranchofourschool.     IV.Clearingtheobstaclesineverylinkandimprovingteachingqualityarethefoundationsofdevelopingvocationaleducation.Runningeducationisdifficult,butrunningvocationaleducationismoredifficult.Sinceitisdifferentfromtraditionaleducation.Itinvolvesrecruiting,teaching,job-huntingandsoon.Weshouldkeepinclosetouchwiththemarketandeverylinkshouldgoesonwellwitheachother.Thus,wefocusontheabove-mentionedthreelinks.Asthesayinggoes,“Thecleveresthousewifecan’tcookamealwithoutrice.”Atpresent,thoughlotsofvocationalschoolsareunabletoenrollenoughstudents,ourschoolfulfilstheenrollingplanwithexceedingquota.Wehavetakenthefollowingmeasures:1.     MakingfulluseofTV,newspapers,videosandmeetingstopropagateourschoolandtryingtomaketheconceptofvocationaleducationrootedinpeople.2.     Strengtheningmacro-controlwiththehelpoftheEducationalBureauandguidingthejunior-schoolgraduatestochoosetheirfuturepositionsinthesocietycorrectly.3.     Printingenrollingadvertisementsandleaflets,writingletterstoeachjuniormiddleschoolgraduate’sparents,makingenrollingvideoprograms,invitingformergraduatestogivespeechesonthespotandsendingteacherstotalkwiththestudentsandtheirparentsfacetoface.4.     Openingallkindsoftrainingclassestomeetthedifferentlevelsofneedsofdifferentpeople.Theteachingqualityisthelifelineofaschool.Thus,weinsistonstressingthreefocuses,”thatis,westicktotheteaching-centeredruleintheschool’swork;thespecialties-centeredruleinteachingandprofessionaland-practical-skills–centeredruleinthemajor-coursesteaching.Meanwhile,weinsistonexecuting“Three-certificatesystem”,namely,allthestudentshavetogettheprofessionalskillcertificate,andtheprofessionalskill  qualificationcertificatebeforetheycangettheirdiploma.Andwestrengthenthetrainingoftheirpracticalskillsbypracticalskillexamination,practicalskillcompetition,practicinginthecountryside,performingtheirpracticalskillsandholdingPracticalSkillFestivals.Wealsosticktotheruleof”graspingwithbothhands”inourwork.Ononehand,westressthetrainingofthepracticalskillstoimprovethestudents’practicaloperativeability.Withtheskillstheyhavelearnedinschool,mostofthegraduatescanfitfortheirposts.Theycansolveallthedifficultiesinthework,andtheyarewarmlywelcomedbytheiremployers.Morethan98percentstudentshavefoundtheirjobsthatsuittheirspecialtiesintheseyears.Ontheotherhand,manyexcellentstudentsaresenttofurthertheirstudiesincollegesanduniversities,andtheproportioncomesuptoatleast70percenteveryyear.Especiallyin2000,180studentstookpartintheentranceexaminationtocollege,ofwhom141studentswereenrolled.Thatisthebestrecordinourschool.Atpresent,thetalentmarketiscomparativelyfull.Wenotonlytrytoenhancethequalityofrunningourschoolandourschool’sfameinordertoattractmoreenterprisesandcompaniestoemployourgraduates,wealsopayfullattentiontostressingtheideaofopeninguptheirownbusinessesamongthestudents.Weteachthestudentssuchabilitiesandmanystudentscanopenupabusinessoftheirownindependentlyandbecome“specializedhousehold”or“smallenterpriseowner”aftertheirgraduation.Atthesametime,wehaveadoptedaseriesofpracticablemeasurestohelpthestudentstofindjobs.1.Reinforcingprofessionalguidance,includingprofessionalethics,physiqueandetiquettes,speechesandeloquence,publicrelationship,thetacticsofself-recommendingandtheadjustmentofmoodinjob-huntingandsoon.     2.Establishinganextensiverelationshipwiththeenterprisesandcompaniesa herearemorethan200graduatesworkinginthesupplyandmarketingcooperativesinLukouTown,amongwhom48havebecomehigh-qualityadministratorsorassistants.Intheseyears,thetownhasbeendevelopingrapidly,andhasbeenawardedthetitlesof“TheSecond-ClassNationalEnterprise”and“NationalYouth-CivilizedMall”.Now,wearesettingabouttobuildacentralbaseoftechnologicalmodelgardenoforganicecologicalteaincooperationwithLukouTown.Afterthebaseisbuilt,itwillplayanimportantroleinseed’sreproduction,technologyradiation,processingskillsandwell-knownbrandeffect,thenthecentralareawillbringalongtheexperimentalarea,andtheexperimentalareawillbringalongtheproductionarea.Thecentralareawillreach26.7hectares,theexperimentalarea134hectares,theproductionarea1334hectares,soitwillacceleratetheprocessofagricultureindustryinourcounty,andwewilltrytousescienceandeducationtodevelopourcounty.Ourschoolhasmadethefirststepsuccessfullyincarryingoutacomprehensivereforminvocationaleducation,butcomparedwiththevocationalschoolsindevelopeddistrictsandsomeothersinourprovince,westillhavealongwaytogo,wewilltakethisasournewstartingpointforfurtherprogress.Withthedirectoryofleadersatalllevels,wewillcontinuetoexplorenewideasandwaystomakegreaterprogressinvocationaleducation.
